Primary Responsibilities

HDR has an opportunity for an experienced professional to join our water quality and regulatory support team in the Missouri-Kansas (MOKAN) Area. This position may be based out of any of the following HDR offices: Kansas City, Springfield, Columbia, or St. Louis. The water quality group works within HDR's Utility Management Services (UMS) business class, which provides leadership to develop, coordinate, monitor, and improve technical services for municipal water and wastewater utility support services. Candidates for this position should desire a role in the water/wastewater engineering industry that includes working closely with both our clients and internal staff to build successful teams. In this role, we'll count on you to:

  • Participate in delivery of project services to meet client expectations, including project management
  • Schedule, assign, and review work of project team members
  • Market and deliver UMS services to existing and potential clients
  • Participate in internal and external professional discipline groups, project teams and activities to continually improve standards and best practices including presentations for professional associations
  • Implement effective quality assurance and quality control reviews
  • Commit to quality, improvement and HDR values

The Utility Planning Specialist will routinely work on drinking water, wastewater, and water resources municipal projects where regulatory drivers and aging infrastructure issues interact to drive our client's short-term, long-term and capital investment decisions. Therefore, a thorough understanding of state and federal regulations, asset management, utility planning, operations, and financing is needed. The candidate should have experience working with communities to develop effective and affordable plans that prioritize capital and operational investments across dissimilar municipal utilities and functions. They should also be familiar with planning approaches such as EPA's integrated planning framework and water quality standards variances.

Other specific responsibilities include representing clients in regulatory interactions and as the primary line of communication, report writing and preparation, project management (technical staffing, budget and schedule control) and coordination with small to medium sized project teams. The candidate will also support marketing efforts, be involved with client management for clients in a several state area, and work closely with water quality, marketing, and local operations leaders to achieve established business development goals. Candidate will also maintain visibility and promote the water quality and utility management strategic practice in professional/technical organizations. Excellent communication skills required, both written and interpersonal (spoken).

Qualifications

Required Qualifications

  • Bachelor's degree in Environmental Science, Engineering, or Chemistry
  • 5 years within the municipal and/or industrial sector with strong water quality regulatory understanding and NPDES permitting experience from a regulated entity perspective
  • Strong technical background and experience in the above areas
  • Proven leadership and mentoring skills
  • Proficient with MS Office (Word, Excel)
  • Excellent environmental writing and communication skills
  • Ability to work independently and as part of a team
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

  • Master's degree
  • Professional Registration
